急管理体系进行系统性剖析。研究构建“抗扰-适应-恢复与学习”三阶韧性分析框架,精准诊断出当前体系
在风险研判、资源调配及多主体协同联动等关键环节存在的突出短板。在此基础上,创新性构建以组织指挥、
预案流程、资源保障、技术支撑和培训演练为五大核心支柱的天然气长输管道应急处置工程管理体系。进一步
明确了该体系的智能化实施路径与全流程闭环评估机制,推动管道应急管理从事后被动应对向事前精准预警、
事中高效可控、事后快速恢复转型,为提升油气行业本质安全水平与管网系统韧性提供成套管理框架与工程实
践指导。
This paper adopts a combination of theoretical and empirical methods, using typical emergency response cases from PipeChina as samples to systematically analyze long-distance natural gas pipeline emergency management. Through the construction of a three-stage resilience analysis framework, namely "resistance-adaptation-recovery and learning", the study identifies key shortcomings of the current system, particularly in risk assessment, resource allocation, and multi-party collaborative coordination. Building on this, the paper proposes an innovative emergency response engineering management system comprising five pillars, including organization and command, contingency planning process, resource assurance, technical support, and training exercises. The study further clarifies the intelligent implementation pathway and whole-process closed-loop assessment mechanism of this system, aiming to transform pipeline emergency management from post-event response to pre-event warning and real-time efficient control. It provides a systematic management framework and engineering practice guide to enhance the inherent safety and system resilience of the oil and gas industry.
