The current main contradiction restricting China’s pipeline construction is the contradiction between the progress of engineering construction and the safety and stability of the production operation of the delivery objects. To solve the contradiction of opposition and unity between“engineering construction”and“production operation”, engineering construction and project management experience from renowned oil and gas pipeline enterprises in China and abroad was analyzed and summarized. The main contradictions restricting the development of pipeline construction were studied and generalized. The management institutions of engineering construction (referred to as“construction”) and production operation (referred to as“operation”) were proposed to jointly form a major project engineering construction management team, with the unified goal of the intrinsic safety and functional optimization of pipeline engineering. With the idea of engineering“construction”for better“operation”of production, a“construction-operation integration” engineering organizational management model was formed. This model deeply integrates engineering construction management and production operation management. As a landmark achievement for the long-standing innovative management of PipeChina, the “construction-operation integration”model meets the diversified demands of the engineering construction and production operation within the engineering management system. The high-quality development of the oil and gas pipeline construction is thus advanced by the diversified synergy.
