- 在炼油化工工程项目建设中,设备材料成本所占比重很大,其采购成本直接影响到投资项目的效益,而交货进度和货物的质量直接影响整个工程的进度和质量,因此,采购管理提升意义重大。文章以独山子石化公司工程项目物资采购管理提升实践为例,介绍了从协调计划申报、采购策划、实施采购、过程管理和供应商管理等几个阶段进行管理提升,实现物资采购从纯业务型向管控型转变,以期为后续炼化工程项目物资采购管理提供借鉴。
The proportion of equipment and material costs in refining and chemical project investment is big.The procurement costs affect directly the benefits of the investment project,and the goods delivery schedule and goods quality affect directly the schedule and quality of whole project.Therefore it is significant to raise procurement management level.This paper takes the practice of raising material procurement management level of PetroChina Dushanzi Petrochemical Company for example to introduce the management enhancement at the stages of coordinating plan application,procurement planning,procurement implementation,procedure management and supplier management,which changes the procurement management mode from the pure business mode to the managing and controlling mode.2013,5(5): 78-81 收稿日期:2013-3-27DOI:10.3969/j.issn.1001-2206.2013.05.023作者简介:杨义筝(1971-),女,江苏宜兴人,经济师,2009年毕业于西南石油大学工商管理专业,现从事采购管理工作。参考文献:
