承包商档案管理系统的开发与应用

- 建立承包商档案对监督承包商履行合同,促使其提高QHSE管理绩效,同时也为以后选择真正优秀的承包商提供了依据。文章从承包商基本信息、各类检查和审查情况、QHSE事件/事故信息、奖惩信息及QHSE管理评价等五大方面详细论述了承包商档案的开发思路与开发的具体内容,提出了如何利用承包商档案中的QHSE输入和输出绩效信息综合评价承包商QHSE管理绩效,如何应用评价的结果指导后续工程项目的招标工作。通过分析承包商档案在广东省天然气管网一期管道工程项目中的建立与实践情况,说明了承包商档案的科学性、合理性与重要的现实意义。
Establishing the contractor archives can supervise contractors to perform contracts and enables them to improve QHSE management performance, and also provide a basic for choosing really good contractors in subsequent projects. This paper discusses the train of thought and specific contents of developing the contractor archives in five aspects including contractor's basic information, various inspection and examination files, QHSE incident/accident information, reward and punishment records and QHSE management evaluation information. It also points out how to use the input and output information of contractor's QHSE performance from the contractor archives to make comprehensive evaluation of the contractor's QHSE management level and how to apply the evaluation results to guide the bidding work of subsequent projects.
