跨国境线管道工程项目中的封闭建设区

摘要:: 为实施中俄原油管道黑龙江定向钻穿越项目,中俄两国政府在穿越点附近设立了封闭建设区。封闭建设区不仅在项目安全生产施工、保证项目按期完成中发挥了重要作用,而且也取得了一定的经济效益,可以说是项目管理上的一种创新。文章从设立封闭建设区的背景、程序及日常运转等方面进行了论述,并提出了以后类似项目中设立封闭建设区需要注意的几个问题。
In order to implement the Helongjiang River crossing project of China-Russia Crude Oil Pipeline using directional drilling technique, Both China and Russia Governments have established the crossborder closed construction area near the pipeline crossing place. The closed construction area plays an important role in ensuring safe construction and project completion on schedule and gains certain economic benefit,which might be termed a kind of innovation. This paper discusses the background and procedure of establishing the closed construction area and its routine operation, then puts forward several matters for attention in establishing closed construction areas in future similar projects.
