摘要:: 近年来由于人为因素引发的油气管道运行安全事故呈逐年上升趋势。通过法治手段以及在油气管道建设、设计、施工、运行管理过程中,建立地面和地下分层立体防范体系,可以有效预防、预警油气管道运行安全事故的发生。
In recent years,oil-gas pipeline operational accidents initiated by human factors trend to increase year by year.By means of the rule of law and building multidimensional pipeline protection system on and under ground in the stages of pipeline design,construction and operation management,the safety accident occurrence of oil-gas pipelines can effectively be prevented and early warned.
