- 由于油气管道工程项目的复杂性,难以用单一的管理模式解决项目建设过程中的不确定性问题。合同与伙伴关系双重管理模式的构建,既解决了可以预见的常规问题,又较好地解决了合同外的问题,实现了项目各方的共赢。文章从油气管道工程项目特点、现行油气管道工程项目管理模式及存在问题、油气管道工程项目双重管理模式的职能分析及其形成等论述了该管理模式。
