建设和管理分开模式下的管道运行与施工安全管理

摘要:: 目前,中国石油对于长输管道建设和管理采用了建设和管理分开的管理模式,一些工程的新建管道与原有管道基本并行,新建场站大多为在原场站基础上扩建而成,新建管道与运行管道存在大量交叉施工现象。文章针对新管道建设与老管道运行交叉情况下存在的安全管理问题,从运行方和施工方两个方面进行了剖析,并提出了相应的安全管理对策。
At present, CNPC adopts construction and management separation mode for long-distance pipeline projects. In some projects, a newly constructing pipeline is parallel to a constructed pipeline and most old stations are being expanded to new stations, so there exists large amount of cross work. This paper discusses safety problems in the cross work between new pipeline construction and old pipeline operation with respect to the construction partner and operation partner, and brings forward countermeasures for safety management.
