液化气体罐车“过度设计”的隐患

- 目前在液化石油气运输中,普遍存在以设计压力较高的罐车充装饱和蒸汽压较低的介质,即所谓"过度设计"的现象,这并不意味着安全,因为在液化气体罐车现有的安全规程中,安全阀的整定压力仅与罐体的设计压力挂钩,而与介质物性无直接关联,整定压力过高会导致罐开启时排放液相,失去预期的作用。针对这种情况,文章分析了液化气体罐车安全阀的作用原理,指出现行《液化气体铁路罐车安全管理规程》对安全阀参数的规定和液位计作用存在的一些不严格之处,有可能造成安全隐患,建议在修订时充分吸收国外先进标准的优点,防患于未然。
At present,utilizing tank cars of higher design pressures to storage media with saturated steam pressures is a general approach.Such a so-called "excessive design" phenomenon does not mean safety.The reason is that in existing safety regulations of liquefied natural gas tank cars,the set-pressure of relief valve depends on the design pressure of tank only and does not relate to medium directly,and the excessive set-pressure will cause liquid-phase emission as opening a tank and lead to an undesirable effect.This paper analyzes the working principle of relief valve at liquefied natural gas tank car and indicates that the active "Safety Management Regulations for Railway Liquefied Natural Gas Tank Cars" is not strict in relief valve parameters and liquidometer function,which may induce safety danger.Hence it suggests that the merits of foreign advanced standards should be learnt sufficiently for revising the regulations in order to prevent hidden danger.2011,2(2): 79-80 收稿日期:2010-3-4分类号:TE972作者简介:张石((1976-),男,山东单县人,工程师,1999年毕业于辽宁工程技术大学,硕士,现从事石油储运工作.
