完善石化建设项目法人责任制的建议

- 介绍了石化建设项目在国民经济中的重要作用,分析了石化建设项目法人责任制的优势和在新形势下显现的不足之处,指出建立健全规范的项目法人治理结构是完善石化建设项目法人责任制的核心内容。以中国石油化工股份公司为例,分析探讨了石化建设项目法人治理结构的一般内容和具体应用,进而提出了石化建设项目法人治理结构的改进建议,以进一步完善石化建设项目法人责任制,提高项目投资效益和社会效益。也可为其他行业建设项目管理提供借鉴和启示。
This paper points out the important role that petrochemical project plays in the national economy,lists the advantages and shortcomings of the responsibility system of project legal person in the petrochemical project under the new circumstances,and draws such a conclusion that establishing a sound and standard project corporate governance structure is the core of perfecting the responsibility system of project legal person in petrochemical project.Taking SINOPEC Corp.practice for example,it explores the general components of the corporate governance structure in petrochemical project and the application,as well as makes recommendations on how to improve such a system so as to perfect the responsibility system of project legal person,enhances investment return and social benefits to contribute to economic and social development.It offers reference for other industries in project management.2011,2(2): 75-78,8 收稿日期：2010-4-11分类号：F406作者简介：董宏欣(1976-),男,河南洛阳人,高级工程师,1998年毕业于抚顺石油学院,硕士,美国项目管理协会(PMI)注册职业项目管理人员(PMP),一直从事石油化工建设项目管理工作.
