- 对于竣工日期要求紧迫的工程项目,采用费率招标虽然有使投标计价工作变得简单等优点,但也存在不少弊端。文章介绍了工程采用费率招标的概念,阐述了费率招标工程的适用范围和优点,着重从造价控制的角度分析了对工程的影响,指出了采用费率招标在工程项目设计、招标、签订合同、施工、结算等不同阶段存在的各种弊端,并结合塔河油田几个地面建设工程项目,分析了费率招标对工程实际造价的影响,强调了费率招标项目在成本控制上的关键点,提出了避免和解决其弊端的相关建议。
For engineering projects needed to completed in short period,adopting rate-tender for bidding projects enables bidding accounting work to be simple,but causes some disadvantages.This paper proposes the concept,the applying scope and the benefits of the rate-tender for bidding projects.Focusing on the effect of rate-tender on cost control in the project,it points out the drawbacks in the project designing,tendering,contracting,constructing and financial settlement.With several practical projects of Tahe Oilfield,the paper analyzes the key points of cost control,and proposes the recommendations to avoid and resolve the drawbacks.2001,1(1): 77-80 收稿日期：2010-1-22分类号：F403.7作者简介：李俊霞(1977-),女,河南浚县人,工程师,1999年毕业于石油大学(华东),主要从事油田地面建设工程造价管理工作.
