- 目前在中国石油工程建设中开展的总承包工程,往往在发包时无法准确界定工程承包范围,导致工程实施过程中不确定因素和变更增加,总承包合同几乎失去约束力。文章试图探讨基于总承包商的定价能力来确定工程承包范围的可行性。
