工程量清单在西气东输线路工程招标中的应用

- 针对西气东输线路工程的特点,在工程招标中采用了工程量清单模式进行招标,并获得成功。文章从招标文件编制、标底编制和评定、采用合同文本等几方面介绍了西气东输工程量清单招标。工程招投标应用表明,采用工程量清单模式进行招标,可提前招标,缩短招标周期,强化公平竞争,获得更合理的工程价格,并有利于合同管理和工程造价的控制。文章还提出,在工程量清单招标中应注意工程量清单项目划分和清单项目描述,同时应保证清单中工程量和变更、索赔清理的准确性等问题。
Aimed at the characteristics of line engineering of West to East Gas Pipeline Project the engineering quantity detailed list mode was adopted for project tender and then achieved. This paper introduces the tender mode used in West to East Gas Pipeline Project including tender document compilation pre-tender estimation and assessment adopted contract files etc. The tender practice shows that the adoption of engineering quantity detailed list mode can enable inviting bidding in advance decrease bidding period intensify fair competition get much more reasonable prices as well as be propitious to contract management and engineering cost control. The item partition and description of the detailed list should be clear and properly.
