承包方负责工农关系处理在实际工程中的运用

- 随着石油工程业务逐步向中石油、中石化以外的民营油企领域拓展，使得民营油企的市场占有份额逐年递增。但这些新兴的民营企业在工程的施工管理、协调配合上存在经验和能力不足的问题，而本应由业主负责的工农关系赔付更是他们的短处，因此许多业主把工农关系处理连同工程施工费用一起大包给施工单位。工农关系处理的方式及技巧已越来越成为影响工程成败的重要因素。文章结合烟台天然气干线工程实例，简要介绍了由施工承包方负责的工农关系处理方式所采取的各项措施以及青苗赔付的方式方法，其做法具有一定的参考价值。
With the marketing of petroleum projects gradually extending into some private businesses outside CNPC and SINOPEC,the annual market share of the private businesses is increasing every year.However,these newly established private enterprises have some problems in the project construction management and coordination,especially in the local compensation issues,which are supposed to be under the private owner's responsibility. Therefore,more and more owners are intending to have the construction contractors responsible for dealing with the local disturbance and local compensation.In such a case,the method and technique in dealing with the above issues have become very critical to the success of the project.In this paper,the author illustrates,with the practice of Yangtai natural gas pipeline project,the method and technique adopted by the contractor in dealing with local disturbance and local compensation issues.2010,4(4): 69-71 收稿日期：2010-2-26分类号：TE973.8作者简介：王奉城（1970-），男，四川剑阁人，工程师，1990年毕业于山东胜利石油学校储运专业，一直从事石油工程地面建设技术和管理工作。
