- 武威监理分部由中油朗威监理有限责任公司与美国寰球工程服务公司联合组成，承担甘—宁段的监理工作。该分部采用职能式管理方式，下设6个职能部门、2个驻外办公室和8个监理区段，分级管理，中外方监理混合办公。采用国际先进的P3软件编制项目执行计划和控制进度；利用EXP合同管理软件进行费用控制；提高全自动超声波检测技术的应用和判别水平，严格控制焊接质量；制定完善的审计制度，实行过程控制的审计；建立健全信息控制系统，保障信息传递通畅。中外合作监理在西气东输管道工程中的成功应用，提出了一种新的监理模式。
West to East Gas Pipeline Project is a world-class ultra-large scale project.The owner introduced an internationally cooperative supervision way to manage the engineering construction.The Wuwei Subsidiary Supervision Company consisted of China Petroleum Langwei Supervision Company,Ltd.and America Global Engineering Service Company,in charge of Gan-Ning Pipeline section supervision work.The subsidiary adopted the functional management way and established 6 functional departments,2 overseas offices and 8 supervision sections for hierarchic management.Both Chinese and foreign supervisors worked together in offices to get better communication.The advanced P3 software was used to compile project execution plan and to control progress rate,and the contract management software was used to control cost.The levels of application and judgment of fully automatic ultrasonic detecting technique were further improved to strictly control welding quality.Perfect audit system was worked out to implement procedure control audit.The information control system was constituted and completed to ensure smooth communication and information transfer.The internationally cooperative supervision has achieved in the West to East Gas Pipeline Project and brought forward a new way of supervision.2006,6(6): 64-66 收稿日期：2006-6-9分类号：TE973.91作者简介：吴建中（1957- ），男，河北任县人，高级工程师，1982 年毕业于河北地质学院，现从事管道工程建设监理工作。
