工程招投标价格形成机制及价格控制措施

摘要:: 在工程招投标中,工程造价的计算和控制尤其重要,既关系到中标的成败,又关系到经济效益的好坏。文章从工程承包企业的角度,分析了计划经济模式下工程造价计价依据的弊端, 介绍了市场经济条件下招投标工程计价依据的特点和工程招投标价格的计算方法,并从财务决策、合同价格形式、限额设计、采购管理制度、工程索赔管理等方面,介绍了价格控制措施。
In engineering bidding, the calculation and control of engineering cost are especially important, which relate not only to winning bidding but also to gainning economie benefit. In the view of contract enterprise, this paper analyses the malpractice of calculation basis of engineering cost under the planned economy mode, introduces the characteristics of calculation basis of engineering cost under the market economy mode and the method of quotation calculation. The price control measures are put forward, such as finance decision-making, contract price form, quota design, procurement management regulation and engineering counterclaim.
