- 油气管道建设项目后评价工作是一项涉及面广、内容复杂的技术经济分析评价工作。要做出准确、科学的评价,就必须有一套科学的后评价方法和指标体系,计算出项目实际目标与可行性研究阶段预测情况的偏离度,从而比较客观地做出评判。文章从我国油气管道建设工程的实际情况出发,对管道建设项目后评价工作进行了探讨,采用综合评价法对项目的前期工作、项目实施、项目运营情况进行系统分析,初步建立了油气管道建设项目后评价的指标体系,并介绍了具体的操作步骤。通过具体指标的量化计算,为衡量和分析项目决策、执行过程、效益、作用、影响和持续性等实际情况与可行性预测情况的差距提供评判的依据。文章还列举了一个运用综合评价法对某输油管道工程进行后评价的应用实例。
Starting from the status quo of oil and gas pipeline construction in China, this paper discusses the post-evaluation for oil and gas pipeline construction projects. It analyses systematically the preliminary work, implementation and management of a pipeline construction project using the comprehensive evaluation method, establishes initially the indexes system of post-evaluation for pipeline construction projects and presents the concrete operation procedure.
