- 对于投资大、合同多的工程建设项目，拥有一个高效的费用控制系统非常重要，可以有效合理地控制项目资金的投入和分配。在项目费用控制上，项目业主的侧重点与承包商、供货商不同，文章结合中—哈原油管道项目，从项目业主的角度，阐述了项目业主费用控制系统的内容、流程和操作方法，为业主方在项目预算控制和资金计划控制上提供了一个有效的手段，也为项目承包商进行费用控制提供了借鉴。
Based on Atasu (Kazakhstan)-Alashankou (China) Oil Pipeline Project, this article illustrates from the owner's viewpoint the contents, flow chart and methods of the owner's project cost control system.
