- 油气长输管道工程建设具有参建单位多、施工战线长、作业面分散、施工条件复杂等特点,其安全管理越来越受到重视,安全监理已列入工程监理工作之中。文章首先从建立组织体系、编制指导文件、建立内部审查和整改制度等方面,论述了如何建立健全监理单位内部安全管理体系的问题;进而针对油气长输管道工程建设的特点,介绍了监理单位对施工承包商实施安全监理的具体内容、方法和措施。
Because the engineering construction of long -distance oil and gas pipelines has the characteristics such as lots of construction companies involved,long constructional battlefront,separated operation sites and complicated construction conditions,its safety management has been paid more and more attention,and its safety supervision has been included in engineering supervision work.At first,this paper discusses how to establish and perfect the internal safety management system of a supervision organization regarding the organization system,guide documents,internal examination and improvement system.Then it introduces the concrete contents,methods and measures of safety supervision enforced by the supervision organization on the construction contractor in accordance with the construction features of long-distance oil and gas pipeline engineering.2009,4(4): 73-75 收稿日期：2008-10-9分类号：TE973.07作者简介：吴建中(1957- ),男,河北省邢台人,高级工程师,毕业于河北地质学院,从事长输油气管道建设监理、项目管理工作.?
