- 框架采购是物资战略采购的一种特殊方式,文章结合框架采购在独山子千万吨炼油百万吨乙烯项目上的应用,介绍了框架采购的优势、框架采购合同模式及框架采购的实施过程,分析了框架采购在工程建设中的实施效果。实践证明,框架采购改变了传统的采购模式,缩短了采购周期,降低了工程成本,采购物资质量得到了有效保证,减少了工程余料,提高了工程效率。
Framework procurement is a special mode of materials strategic procurement.Based on the application of framework procurement in Dushanzi Chemical Project of 1000×104t Oil Refining and 100×104t Ethylene,the advantages,contract modes and implementation of framework procurement are introduced and the implementation effects of framework procurement in engineering construction are analyzed.Practice shows that framework procurement has changed traditional procurement modes and has the advantages of shortening procurement period,reducing engineering cost,ensuring materials procurement quality,decreasing engineering surplus materials and raising engineering efficiency.2009,4(4): 70-72 收稿日期：2008-4-9分类号：F284作者简介：叶素辉(1971- ),女,江苏宿迁人,经济师,1992年毕业于新疆工学院,现从事采购管理工作.
