- 作者根据在苏丹油田建设市场的工作经验,分析了国际石油工程建设领域被国外承包公司普遍采用的决策管理层与各个项目的劳务层的两层分离管理模式,指出这种管理模式具有充分利用劳动力资源、优化劳动力资源配置、能为劳动者创造较公平的竞争环境等优点。
